The substance abuse program (SAP) is a service provided by DOT Qualified providers to truck drivers who are required to participate in the program after violating DOT drug and alcohol regulations. Drivers must complete a DOT SAP return-to-duty process, which includes attending a DOT return-to-duty drug or alcohol education course and passing a return-to-duty drug test, before they can resume driving.

A DOT or (SAP Program for Truck Drivers) SAP provider is a professional that assists in the evaluation process for drivers. Following a positive drug test, the driver must be evaluated by a SAP provider that is trained and certified by the Department of Transportation. DOT SAP Providers determine if the driver has a substance abuse problem and if they are safe to return to driving. If the provider believes they are not safe to return to driving, they are referred to a treatment program.
