The purpose of this content is to provide an overview of the Substance Abuse Program (SAP) that is currently offered by the DOT. This program focuses on improving safety and operational efficiency on our highways. In order to provide the best possible service to the motoring public, DOT SAP providers must be highly skilled and knowledgeable in motor vehicle safety and operations. The evaluation presented in this paper will provide a snapshot of the current state of DOT SAP providers across the United States.
