The only exceptions are very low power ammunition for special reasons that has no gunpowder and just relies on the energy from the percussion cap, and blank ammo without a bullet or sho. The percussion cap is produced inside the rim of the case and is not a particular component for rimfire ammo. There is no casing keeping the components of the ammunition discharged in muzzle loading firearms and some large military guns together. A wad or sequence of wads separates the powder from the projectile in shotgun ammo.
The word Ammunition" is also frequently used to refer to anything that will be used as a projectile or given to the enemy in a combat or quasi-conflict situation. Therefore, snowballs can be referred to as ammunition in a snowball fight, just as plastic paintballs can in a paintball competition. Even the arguments presented by a lawyer or legal team, a philosopher, or a religious leader may be used as artillery in a discussion or debate of ideas.
