The scope and genesis of the implementation of a Data Governance effort may differ. Sometimes an executive mandate will emerge to launch an enterprise-wide initiative, and other times the mandate will be to launch a pilot project or projects with limited scope and objectives, with the goal of either resolving current challenges or showing value. Occasionally an effort will start lower in the organisational hierarchy and be deployed in a limited scope to demonstrate value to potential sponsors further up. The initial scope of an implementation can also vary significantly, from a review of a single IT system to a cross-organizational endeavour.

Leaders of successful data governance programmes declared in December 2006 at the Data Governance Conference in Orlando, FL, that "data governance is between 80 and 95 percent communication." With that said, many of the objectives of a Data Governance programme must be accomplished with appropriate tools. Many vendors are now marketing their products as data governance tools; however, due to the various focus areas of various data governance initiatives, any given tool may or may not be appropriate; additionally, many tools that are not marketed as governance tools address governance needs and demands.
