According to the information, the incident of arson took place in a cafe in the city of Kostroma, located 340 km north of the Russian capital Moscow. Officials said that there was a dispute between two people in the cafe over some issue. After which one fired with a flare gun and the fire broke out. During the fire, the roof of the cafe collapsed, due to which many people died.
