While some high-level set items aren't yet getting significant changes, the fact they are now "upped" by Horadric Cube recipes makes them slightly more competitive.As to upgrading the set items, there's a new recipe available in the D2R Items.
The first time in decades that a new cube-based recipe is being implemented into dynamic of the item and players can now "up" your set item to a level higher. This is only going to increase the value of their defense and stat requirements but it will make the set items more robust or attractive.
Particularly the low/mid-level ones. The recipe is similar to the unique item upgrade , but it requires lower or mid runes with perfect gems to make an Outstanding or Elite version of the items in the set.

The developers have decided to increase the area level of some Diablo 2 Resurrected Items, and 5 areas to level 85. This will ensure that players get juicy drops in various areas.
